If you’re running iOS 12.3, iOS 12.3.1, or iOS 13 beta, you must restore to iOS 12.4. To do this, you will in fact need a computer. Simply plug into a PC or Mac, launch iTunes, backup, restore, restore from backup. Alternatively, you can download the iOS 12.4 IPSW manually here. Once on iOS 12.4, you’ll be able to jailbreak successfully.
